I want to undergo a research on GIS application in water utility management. All the literature I have come across so far on the subject entails the use of GIS and some engineering application. I am a graduate student with no background in engineering. Can anybody give me suggestions on how GIS can be applied to water utility management by someone without engineering background.
You can use GIS for water management, areas facing water scarcity, characterization of water scarce area and water abundant area, water distribution mapping, area mapping according to the rate of water demand etc.

Kindly select the GIS software like QGIS.
You can use one parameter, say Nitrates and measure nitrates at different boreholes in an area. With the values of nitrates, you can use GIS to draw by interpolation the pattern of the nitrates in that area.

Definitely, GIS can work on the Water Utility. you can google water resources spatial distribution map that has been published worldwide. But my I have a question for water quality/utility? Water quality also can be analysed in a GIS environment based on its water hydro-chemistry
Dear Samuel Aderibigbe I would suggest you do groundwater potential mapping using GIS and AHP. There are many papers on groundwater potential mapping/zonation. Recently, we have completed a manuscript on the delineation of groundwater potential using GIS and AHP and it is under review process. So I cannot share my manuscript but I am sharing with you another published paper related to the same aspect.
