Several AI, ML, AR technologies have a common underlying point: a lot of data. When it comes to collecting, storing, organizing and using the dataset, under-developed countries lacks the methodology and also fails to see how can power the decision. On the other hand, developed countries will use these dataset to create and control the other group.
Probably, there will be two categories of countries and people: one who control the computer and another who will be controlled by the computer. Developed countries will be the one who will be controlling the computer. Of course, several other opinions can be valid, but this is from the top of my head. :)
The current state-of-the-art is majorly dependent upon data, having a large dataset, or developing it is an expensive and time taking task. As there is a lack of data for training the current ML techniques or developing more complex, at the current stage no one can guarantee the performance of current ML techniques for more big datasets in the future.
Developed countries are advance in computers and related technology (methodology) but also limited in data at the same time. Under-developed countries are mainly users of technologies developed in advanced countries. There is another aspect too about under-developed countries, we cannot say they are not capable to develop methodologies however, there is a serious lack of policies and management to direct the research towards ML. AI and AR.
