Dear colleagues, I need to acelate an unprotected peptide containing more than 30 amino acid residues with a short OSu-activated peptide. However, even with 3-fold excess of an acelating agent in basic water-ethanol solution conversion of the starting unprotected peptide is incomplete (60%). Can you suggest, how can I achieve a full conversion? Maybe it is somehow associated with aggregation of the peptide in solution?

Congratulations! 60% is good. How much do expect for "full conversion"? Don't let perfect be the enemy of good.
And yes, it may have to do with structure. You can try adding some guanidine, but then you'll have to remove it later. A non-ionic detergent is another possibility, but those are usually even harder to remove.
