This refers to creating uniform criteria, procedures, and benchmarks for assessing vocational skills across different institutions.

  • Why it matters: Avoids variation in skill levels among graduates from different institutions. Enhances trust among employers and industry bodies in the certification process. Supports national qualification frameworks and international recognition.

3. Skill Certification:

Once a learner successfully passes a competency-based assessment, they receive a certificate or qualification that formally recognizes their capability to perform specific tasks or roles.

  • Consistency in certification ensures: Employability across sectors or regions. Clear pathways for further education or employment.

Why This Is Important in Uganda:

  • TVET system is diverse and decentralized.
  • There's often a mismatch between training output and labor market expectations.
  • Standardized CBAs would improve accountability, quality assurance, and industry relevance.
