On the way of this research I lead to former work of Dr. Nadia Abbaszadeh Tehrani, which had measured the Tehran districts Carrying Capacities as her PhD dissertation. 

Fortunately she had published a full detail ISI paper. We are considering whether it be OK to use the results of her Model in my study.

It`s a very useful article. I had one similar paper for carrying capacity of Tehran Mega city , and this paper brings me a good opportunity for doing some comparisons.

I read the paper so carefully, but I couldn't find out how did they obtain the weights of the indicators. (its pdf file is attached)

They compared some several statistical methods, and described that they had selected the most suitable one for calculating the weights. But it was not clear, how did the values of the weights came out.

I supposed that, at first they had defined some preliminary values for the weights (by their experiences), and then they optimized those values by using an statistical method. 

I wished to know whether you reached to the same conclusion or not.

I am interested in the answer myself. I am doing right now a research on carrying capacity of special economic zones.
