The oldest civilizations painted on caves and rocks to record significant stories and events. Similarly graffiti art has been around since the early 1970s and the break out period was early to mid 1980s through to mid to late 1990s. Street art become to pick up moment from early 2000s and graffiti and street art do not seem to be declining. The urban art form has encapsulated cities worldwide with is individuality, cultural links, social expression and ability to soften an environment's harshness. A system needs to be implemented for all citizens to connect with street art or simply plan for better 'urban fabric' that does not continually wrestle with art form and illegalities.

What is the correlation between this kind of art and kitsch (neo-modern or technological kitsch)? Who can measure a value of an art work?

I apologize if I did not make myself clear. But art is art.
The question raised by our colleague refers to the art on the streets, a cultural and / or social to express themselves and graffiti cool. Therefore, the type of art, their differences, the colors used or local or universal preferences were not analyzed. (After all, I do not feel qualified to do a review on it.) I just highlight that today there is a big difference between 'scribbles' messing our streets and 'scribbles' expressing much more than the ink used.
For example, the images 1 and 2 show only soiled paint walls. However, the images 4 and 5 refer to phrases about brotherhood and universal love that was painted by the Prophet Kindness beneath overpasses the city of Rio de Janeiro.
Undoubtedly, the first two are very different from the last two.

AndréaI think you are right and your answer suits my thinking of street art today. Art is art but the difference is the quality and its audience. 'Scribbles' or graffiti tagging may only appeal to people and artists involved in the street art and graffiti cultures. However I believe high quality street art is an art piece in which:
- the community is involved in the art piece,
- activates an buildings streets/laneways, urban areas, public open spaces,
- reduces graffiti vandalism and 'scibbles'/tagging,
- beautifies an environment (walls, streets/laneways, buildings, public open spaces),
- the artists views, emotion and expression is used in the art piece, and
- influence the audience, community, person etc
I think you both have included great examples of positive and influential street art. Especially the painted favela similar to Favela Painting (http://www.favelapainting.com).
