This is because of problems such as lack of equipment and infrastructure such as power supply. This is because this factors affect conduct of quality research.
The lack of equipment and devices in developing countries is the major reason behind this, this situation can be reversed but it will take time and a lot of effort to do so.
We have faced extreme difficulties for usage of equipment to conduct our research. Most of the universities in developed countries have all the required equipment under one roof. This is not the scenario in developing countries like us. We access each facility from different university labs and research labs across our country on chargeable basis. This obviously increases the time to complete the research work. Some times it takes several months to clear the queue in certain facilities like TEM and EBSD to receive results. It is also not feasible to conduct several experiments and record many results for single experiment. Research facility can be labelled as research spouse. One is required to have his own spouse to nourish and deliver the baby i.e. research outputs. Sometimes the results are not proper (aborted) and further queries are not entertained. We have suffered financial loss also at times. Secondly, funding is a biggest issue. The funding agencies give funds for projects and equipment to selected institutes. Every institute can not buy an equipment at will. Thousands of young researchers in our country is longing desperately to publish their work in reputed journals but their efforts go in vain due to lack of funding and facilities. Third issue is subscription of journals which is currently too expensive that an university subscribes only limited journals or have stopped subscription. I struggled a lot to collect literature for my PhD work.
If you are an aspiring researcher from a developing or under developed countries, I will suggest to initiate collaborative works with professors from developed countries. You may consider to do your MS/PhD/PDF or go for Visiting Researcher/Professor under such professors and establish an international network. Try to attend reputed international conferences and find if any one is willing to share their facility.
Although the lack of infrastructure is a major problem with research and its application in developing countries. however, there are many other factors, such as literature accessibility, red tape, and tedious purchasing protocols, research approach, and research incentives., etc.
