The Ghanaian economy is agriculturally driven, while, the agricultural sector is climate-reliant. In 2015, a new Framework Convention on Climate Change was adopted in Paris after years of taxing labour. Unlike the 1992 Framework Convention on Climate Change, the Paris Agreement sets new model of voluntary nationally determined contributions by governments. Even before the Paris Agreement, the Ghanaian Government put in place the National Climate Change Policy to ensure a climate-resilient and climate-compatible economy. Responsibility for implementing the various components set out in the Policy lie with the decentralised agencies. This calls for a better understanding of local governance in Ghana in if the policy is to succeed. Therefore, how can a climate change agenda be institutionalized within a local government system?
