My research project is to survey the direct care staff of a local residential treatment facility. I have no idea how many of the 40 staff will participate and respond to the survey. How do I then identify my sample size on my proposal?

If you have a total of only 40 possible participants, you will have difficulty getting statistically significant results, due to the low "power" of your tests.
Because your population is so small, maybe you should aim for a census, that is, to survey as many as possible, and see how many volunteer. Ignore the issue of sampling, and see what happens. If numbers are very small, then re think. However, it depends on how you approach your target respondents and motivate them to help you. If you are good at this, then you might succeed in getting most people to participate. this will be good for your results. However, you don't say what your research aim is. This could possibly affect the methodology.
