Public police is in Belgium the first and most important provider of surveillance and control (and registration) of social disorder in the public domain. I am searching for sholars publishing on the same topic in other countries, EU and not EU to join my network. Is surveillance and control in the public domain on petty crime and social disorder pluralised or not? Are tendencies towards plural policing wide spread in Europe?

Since the 90 issues about urban security have arose in italian public speech. In Spain we have different kinds of police groups: State Police (National Police and Guardia Civil), Regional Police (in some regions only) and Local Police (except very small towns). I work as a Local Police in the south of Spain so maybe I have a direct experience about mayor's competences.
In places where local police exists, surveillance is for them, but it depends of the amount of polices what priorities they have. Problems with traffic is our principal job, but we have small groups with different special jobs. It is supposed that we are a colaborating force with Guardia Civil and National Police. There is a emergency phone, 112, that coordinates the presence of each force, but sometimes people calls to a determinated force and there is not a coordinated presence to cover the emergency.
In special events, in our city, our mayor ask for Guardia Civil to come and we work together in the same area for security, but not coordinated. National Police do the same in other cities. Mayors are the direct bosses for Local Police but don't have competences for different forces.
Perhaps, in Spain we have a problem with cooordination between different forces with different databases and duplicated competences.

Apart from London, where the elected mayor is also the regulatory head of the police, the remaining 43 police forces in England and Wales are regulated by an elected police and crime commissioner (PCC).
Tthe PCC is not part of local governance and concentrates solely on policing.
