As a new researcher I would like to know
In general, what is the best way that any researcher can be up to date about new hot topics in his or her relevant research area (e.g. engineering problems, social problems, medicine and so on)?
What are the latest global requirements that need to be attended as a new research topic?

I am also a new researcher. The way I keep up to date with the constant flow of data in my area is be reading articles on the subject I work on. Another way that can help is by attending conferences in your area of study. This can keep you updated on the new trends and allow you to meet people in your field that could help you one day. Having good contacts can is always a good thing.
For your second question, I am not sure what you mean. Research topics vary depending on your field, and it is fair to say, I am not an expert at all in your field of study.
