How an Institutional Review Board (IRB) could be registered , how to deal with a situation where the university does not have IRB?

I am willing to establish an Institutional Review Board (IRB) for our university. How can one initiate the process which leads to the established IRB. Which organization owns IRB?

I suggest interviewing Universities that do have IRBs? Ask them about the process and be noteworthy as to how and with whom they speak of and go from there. Be an investigator first.
