Under the China-Pakistan Economic Corridor (CPEC), Chinese government is spending billions of dollars for the development of several important sectors in Pakistan.
I am interested to explore how to conduct an assessment of the socio-economic impacts of these development projects. It is pertinent to mention that few of these projects are completed while many more are in progress.
What empirical models/techniques can be used for assessment of the socio-economic impacts of the these development projects related to energy, infrastructure development, business and education on the local communities?

the question is what you want to find our; e.g. the impacts of a project on a village community; her eyou can make an interview survey, or conduct Focus Group disscussion. If you are more into regional impacts then you might need to wait for latest statistical data and compare economic performance before and after the project, however such methods have a lot of weaknesses and uncertainties; you cannot be sure, if you really measure what you want to find out. Other measure would be expert interviews involving different stakeholders; however especially in societies were expression of criticism is often sanctioned people might tell you not all and might beautify impacts........
what education is concerned you could make interviews with school proincipals, or parents of school children to get a feel of what perception about change is with them........ again you might not get an authentic picture.........

As the Chinese relocate to Pakistan it will increase demand for better
education and health cities and better performing urban centres providing better WASH services. This may trigger more private sector investment in provision of these social sector services generally upgrading the quality. Moreover, the enhanced economic activity may generate more fiscal space for the government allowing greater investments in education, health and WASH. (Social Impact)

About your query my poor insight says that it depends on the 'type' of project. If it is about some energy project you will have to do pre and post analysis by gathering data on labor and capital productivity, employment opportunities, number of industries and their process patterns etc
If it is about education then again you will have to do the pre and post comparison by some subjective variables of civic sense, standard of living or per capita income, crime rate,
