How an android app can understand that a situation is danger or not? We have started to build an android app which can used as an Safety App ?

A safety app can send sos or sms to police or predefined number. But how it can be possible if the phone is not in the victim's hand though the app will tell us the situation is danger or not as well as the app will send geolocation, sos, audio, image, video automatically?

Ans: Is it by learning the app previously?
