How accurate is it to use MIL-HDBK 217 for reliability assessment of converters?

In my PhD work i'm looking at some reliability aspects of converters. In some literature the failure rates calculated from MIL-HDBK 217 handbook are said to be too optimistic. Some industrial experts says this guide cannot be used for calculation of failure rates of PE devices since it's a very old guideline.

What are your views on this?
