In an effort to promote the use of qualitative research in M&E at my organization, I am trying to compile a list of well-respected, peer-reviewed journals in social science fields that highlight qualitative methods, or journals which focus on qualitative methods. Recommendations on this point would be extremely useful.
Please find attached a list I produced recently for a workshop. It covers most of the relevant sociology journals taking qual papers, with a recent impact factor, web address and a comment for each. Hope it's useful.

Journal Citation Reports ranks Qualitative Research (IF= 1.487), Sociology of Health & Illness (IF 1.735), Journal of Mixed Methods Research (IF= 2.091), Research on Language and Social Interaction (IF 2.387), and Human Communication Research (IF=2.082), Social Networks (IF 3.381), Sociological Methodology (3.167), Journal of Health and Social Behavior (3.333), and American Sociological Review (4.077).
Elsevier's SJR also ranks these fairly highly: Journal of Communication Inquiry (Q1), Qualitative Report (Q1), and Qualitative Sociology (Q2). Unfortunately there is no crosswalk between SJR and JCR as to equivalence of impact factors.
And, of course, the Annual Reviews (e.g., Sociology IF=5.019; Public Health IF 3.268), publish numerous qualitative studies.
FQS is a peeer reviewed online open access journal http://www.qualitative-research.net/index.php/fqs
Qualitative Inquiry (http://qix.sagepub.com/) ...'experiments with manuscript form and content, and focuses on methodological issues raised by qualitative research rather than the content or results of the research. QI also addresses advances in specific methodological strategies or techniques'.
What is M&E? Mainstream disciplinary and professional journals also publish good qualitative papers: Social Science and Medicine, British Medical Journal, British Journal of Social Work - I am sure there are many more.
@Justine, not sure what M&E is - no clues on the link to Elizabeth. I mainly want to respond that you reply is probably a little bit too general. We might as well recommend all mainstream journals - and I would suggest that any established medical journal i.e. BMJ, Lancet etc are probably not the best forum for qualitative research - they are historically and currently are far more heavily weighted towards quantitative studies.

Since you were asking about monitoring and evaluation, you may be interested in the area of organizations and their environments. The top journals in management (another social science field) that are more likely to feature qualitative research on organizations are Administrative Science Quarterly and Organization Studies.
