I would recommend Python because it is easy to learn, has a large foundation of support, and is the most popular programming language currently. This makes knowing Python very attractive for both students and employers.

There are high-level (e.g., javascript, python) and low-level languages (e.g., c). Despite easy learning curve, high level languages abstract too much detail, so, I would suggest C. A drawback of C is that it does not support object oriented programming, and C++ might be a better suit for some cases but C++ offers too many options and can be complicated for beginners.

It all depends, to be honest, on what is meant by 'programming foundation' and on the limitations of students (do they have some background or totally new to programming etc.).

I'd say C++. Because not only is it the mostly widely used and important languages, but most object-oriented languages are largely based on it. So learning it first will help learn other object-oriented languages quickly.
