For 11 m/s in a duct 1.5 m squ, (area - 2.25 m2) you need about 25 m3/s air flow. So an axial flow fan would probably be the ideal for you as the airflow is also axial so does not need straighteners and a long duct: i.e. almost the wind turbine in reverse! Will have a large motor as axial flow fans are less efficient than radial fans. A radial fan giving .2 kPa pressure head will absorb about 7 kW, an axial fan could take 12 kW.
