Roof-top rain water harvesting is highly suitable & beneficial in areas of low rainfall regions and also in water logged or salinity affected areas. We have implemented this successfully in some of the tiny islands in Arabian sea. The following paper may be of some use to you.

Dear Rahimi, do not look at the rainfall amount alone. Whether it is 327mm or 1512mm, every area will have its own water scarcity problem and rainwater harvesting method is one of the sustainable way of water conservation. This has been very successfully demonstrated in Lakshadweep Islands, where there is scarcity of fresh water for drinking and other domestic uses.
