Decreasing the amount of published items might be useful in rising the impact factor, since citations during the last two years (resulting of a higher number of previously published manuscripts) are subsequently divided by a smaller number of published items. What do you think? Is this an issue?
It may be so to some extent (although, if you only publish a few papers, maybe you will also not get many citations: people will not visit the journal's homepage very much if it doesn't publish many papers), but there are other ways for achieving the same goal: e.g. as methodology papers and literature review articles usually will get more citations, journals can publish more of these. Also, sometimes, the factor can be increased if authors are suggested to cite more recent articles published in this journal (or other journals of the same publishing house).
I agree with Tiia. Additionally it seems wider indexation ( e.g. PubMed in medical and health sciences) or focus on the currently popular topics may significantly increase number of citations.
