I don't think you can expect the same amount of offspring of this livebearer as you could expect from e.g. zebrafish or even guppies. Formosa females only produce a small amount of offspring at a time. They use a reproductive strategy known as superfetation, allowing them to produce less but larger fry.

Also, some breeding reports show high water temperatures can lower fecundity. Try keeping your fish at 21-23°C.

Try isolating some obviously-gravid females into a birthing aquarium, if you get neonates this way it would suggest that predation is taking place in the colony, therefore changing the refugia number/structure might be the answer. With some livebearers, it's better to produce a number of young to introduce to the colony in one go immediately after the adults have been fed, following this newborn young seem to be regarded as less of a target and the colony will increase. I've seen this across a number of genera from different families, both poecilids and goodeids. Maybe giving the young a couple of days to get their bearings means they can evade predation, which then lessens the predatory reaction in the adults with subsequent young.

I would try different group sizes. Too many males might stress the females, but females alone might get stressed too, specially if they are wild-caught.

Check for babies several times a day to find them before they get eaten, that normally is the best solution.

I have had great success breeding these fish as a hobby. They will not breed unless the water temperature is rather high. I keep my aquariums at 83 F. In their native habitat in Florida they breed in the summer in the shallows of lakes where temperatures can be elevated in comparison to the average lake temperatures. I have observed if water temperatures drop too low they will not breed. I have breed multiple generation feeding Tetra Tropical flakes, even wild caught fish quickly learn to eat flake. They do learn eating habits from other fish, so if you have individuals that are readily eating flake food wild caught fish will pick up eating flake food faster then if there's no behavior to model. The prefer very low current. I would recommend an established under gravel, or foam filter as the free swimming fry are small. I've also found having more females over males increases off spring count most likely because of reduce stress for the females.
