Handy instrument to measure tensile strength of Jute Fibres?

Hi Dear Colleagues!

Can anyone please suggest us an instrument to measure tensile strength of Jute Fibres (extracted through ribbon retting)? We can spend about USD 5000.00 (ex-factory price) on that. Any detail on the make and model would be appreciated.
