The bad news is that there is no such “fast and easy publishing Scopus . . . journal with no APC or low APC .” The good news, however, is that most, if not all, journals do not charge APC if scholars opt for non-open access publishing. For a proper journal, you could check out online journal finders furnished by major academic publishers (e.g., Elsevier or Springer). Here are two suggestions.
