If the data is in it's native format (netcdf4), I would recommend using Panoply (https://www.giss.nasa.gov/tools/panoply/)

Another suggestion would be using ESA's SNAP (https://step.esa.int/main/download/snap-download/)

If what you need is already preprocessed and georeferenced monthly data you might find it easier to use and download from Google Earth Engine, e.g:

GRACE data is not images. The GRACE satellite measures surface gravity changes. There are various GRACE solutions that you can use by coding in Python or MATLAB. For more information and GRACE data you can visit the following site:

For data interpolated at 1 by 1 degree, you may try the tool available at:

For the sake of Level-2 spherical harmonic coefficients, you may try the Python tool available at https://github.com/tsutterley/read-GRACE-harmonics.

If you are comfortable with GAMIT/GLOBK software (http://geoweb.mit.edu/gg/), then you may analyze the gravity changes in your GRACE Dataset.

If you want to use GRACE level 3 dataset which is projected on the spatial domain, I think that these dataset is not an image. I think that it is better to open the gridded dataset in MATLAB and save it as a Geotiff image. After that I think it is possible to open the image in ENVI. However, it should be noted that I am not an expert in ENVI and this is just an idea that I raised in response to your question.
