That's a great question! The most obvious answer is that the two components are arithmetic (both number facts and simple numerical calculations) and problem solving. Just as reading results in arguments between those saying we should focus on phonics and those saying we should facus on comprehension, the math debaters favour arithmetic vs problem solving. In each case, the public debates tend to ignore that both components are necessary.

A second answer is that there may be more components for math. Basic understanding of quantity may contribute to both arithmetic and problem solving, and spatial awareness/ability may also contribute to both.

I haven't done any research on this in math, but I'd be interested to know if you or anyone else has.
