Theoretical review is when you review (critiquing) relevant theories to your research project or study. It is also presented as literature review because you are earnestly looking for theory that will form a basis for your study. This basis once found becomes your theoretical framework. Theoretical framework is that theory, after review a few of related ones, you think best guide your study in terms of methods and approach to deal or answer your research question(s) -primary question and secondary questions. In short, theoretical review helps you to extract a theory to guide your study, which forms your theoretical framework. When one does a research, one needs to allow readers to understand where they come from (framework).
The main difference between literature review and theoretical framework is their function. The literature review explores what has already been written about the topic under study in order to highlight a gap, whereas the theoretical framework is the conceptual and analytical approach the researcher is going to take to fill that gap
The researchers purpose the theoretical framework for the conceptual model and hypothesis testing. The literature review is based on theories and could use the term theoretical review. Also, the literature review is based on the concepts and previous related studies. In my opinion, the theoretical framework, theoretical model and conceptual model are interchangeable. Also, the theoretical review and literature review are found to use interchangeably.

Broadly speaking, the literature review is backward-looking and the theory framework is forward-looking. That is, the lit review looks at what’s already been written about your topic in order to highlight a gap that a researcher is expected to fill, whereas the theoretical framework is the conceptual and analytical approach that researcher is going to take to fill that gap.
