I am making an electric fuel-cell car using platinum as an electrode and sodium hydroxide as an electrolyte. I tried both series and parallel connection to charging it, Even after charging 2 hours through an 18V battery the voltage reaches 2.6 volts. but when I connect to the electric motor of 3V it's not able to supply the power.
Any suggestion on how to increase the voltage and make the current flowing?
Fuel cells are not rechargeable, they convert the chemical energy stored in H2 to the electrical energy. Do you understand what are you doing?

A complement to my former answer. Fuel cells are not rechargeable. The reaction between H2 and O2 produces H20 and releases electrons. The energy stored in H2 and O2 (chemical energy) is then used to move the electrons from one electrode to the other, producing an electrical current (electrical energy). But by "recharging" the cell you do not obtain back the H2 and O2; the reaction is not chemically reversible under the battery conditions.
PD: It might be possible that an electrolysis of water be produced when trying to recharge the battery (it will depend of the voltage applied). If so, H2 and O2 would be produced at their corresponding electrode thus reproducing the original cell for a short time; this would explain the presence of some voltage. However, to have an operative H2 fuel cell that amount of gas is not enough to maintain the cell working because H2 must come from a tank to be continuously delivered over the electrode and in a large amount. Furthermore, H2 and O2 produced by eventual electrolysis will never spontaneously enter their respective gas containers, thus rebuilding the original cell.
