My perception is that- by using metamaterial in the viscinty of an antenna, you can induce another resonant mode (modes). But this will not be frequency reconfigurable. Frequency reconfigurability means tuning to different frequency bands by using the same radiating structure. So if you want to get a frequency reconfigurable antenna by using metamaterial, you might need to design reconfigurable metamaterial (which is another topic of research). However, metamaterials are usually narrowband, so making them reconfigurable over a wideband is yet another challenge. Hope it answers your question. Thanks.
