Breakdown your topic of interest into subtopics that will fully describe the topics and most of its variants. Try to narrow it to a specific area of interest within the broad area that you have chosen if it is too broad. It is also a good idea, as part of your literature search, to look for existing literature reviews that have already been written on this topic. Then start collecting references in chronological order depending upon the depth you want to have.
Take notes of each reference such as research methodology, conclusions, useful quotes, strengths and weaknesses, major trends, gaps in literature, etc. Then organize them like a literature map under the various subheadings which are the sub topics that you have identified earlier.
State of the art is the highest level of development, as of a device, technique, or scientific field, achieved at a particular time. The papers to be considered should be current and with a very good level of evidence preferably level 1.
Its very important the adequate development of the Literature Review :
-The problem formulation -- which topic or field is being examined and what are its component issues?
- The literature search - finding materials relevant to the subject being explored.
-The data evaluation - determining which literature makes a significant contribution to the understanding of the topic. and
-The analysis and interpretation - discussing the findings and conclusions of pertinent literature
