Yes we could rely on IS tools when face structured/recurring decisions such as using knowledge-based systems/expert systems, and DSS-based systems when decisions are being unstructured. Also, if you refer to Herbert Simon decision phases as intelligence, design, choice, and implementation; then you will find several IS systems fit in each phase. Further, some IS play a key role when using satisfying or optimizing strategies.
It's depends on the system and the environment in the organization.
If it's conventional/static/family organization usually it will be hard to implements, its need to have change management to migrate old paradigm who deosn't trust on IS/IT tools. Especially for strategic decision making. iffen for operational decision making they still doesn't trust, need to enforce change management that change their mindset to trust on is/it tools.
If it's dynamic/professional/vast moving organizations we can rely on IS/IT tools from operational and strategic decision making. Iffen if we need change management it will be easy.
We can use ERP System that included business intelligence that will provide not only predictive analytic to support decision making but also give prescriptive analytic that can give best solution on decision making
I agreed on the previous 3 scholar's comment. Want to also comment that previous IS / IT tool used to process mostly structured data. But now with big data analytics, we can use these more advanced IS / IT tools to process structured & unstructured big data to enhance our decision making by performing recommendation, clustering, classification and frequent mining pattern. Big data is characterized by large volume, greater variety, generated in high velocity and have certain degree of veracity.
