The obligation duties include submitting the national report to the UN and should contain GHG emission statistics. However, as far as I know, the GHG reduction by UNFCCC does not carry legal binding force.

The principles adopted by the UNFCCC are meant to address two main political problems:

(1) how to distribute the burden of reducing emissions among different countries; and

(2) how to deal with scientific uncertainty

Whereas the principles of equity and common but differentiated responsibilities address the first problem - distribution of burden, the convention adopts the precautionary principle to deal with the question of scientific uncertainty.

With regards to the common but differentiated responsibilities, the Convention posits that industrialized countries have to take the lead in modifying long-term emission trends and that richest countries are required to provide financial and technological resources to help developing countries stabilize their greenhouse gas emissions.

Though there are still several questions pertaining to these arrangements, it will be quite fair to appreciate the relative sense in the arrangement. Thus, the idea is that, aside China which is a major contributor to air pollution and for that matter the depletion of the ozone layer, developed countries have over the years been the major source of air pollution and coupled with the fact they have the financial means to support developing countries (who are also the least among the causes of ozone depletion), it will only be fair for these developed nations to bear the heavy part of the burden.

Developing nations are however also required to implement policies and give regular reports on efforts been made to regulate and reduce pollution.

In the end, the safety of the atmosphere is a responsibility of all the dwellers of the Earth. This is our home. The earlier we bear our part to make it safer, the better it would be for all.

This is a tricky questions because we can't really say for certain, what means have been adopted. In the past, it has been suggested that we should have 'transfer of technology (clean technology) from developed nation to developing countries.

This may solve many problems if the parties/states involved are committed in carrying out this measures. Nonetheless, these are 'non-binding' obligations and hence commitment is still lacking.
