Yes, you can use the proforma developed by Turkish or USA or Japan for rapid visual screening for a group of buildings.

Dear You can use the same method with your own earthquake Records. I have done this for Pakistan by using our own records and some records with similar behavior from other countries of the world.

Problem is with the building types & quality...which are not matching

For this you will have to have a detailed survey of your building stock and then select a typical building and test it, you will get the pushover curve or the capacity curve of the building. Use 30% uncertainty for materials, 30% for performance levels, 30% for capacity curve so that to get the actual response of the building stock.
