Dear Bushra - It would be a brilliant idea if you could follow the revised Ago-Ecological Sub-Regions (AESR) of the country.Two PDFs are attached for you to peruse and weigh the uniqueness of AESR over any geographical boundaries.
Rather than a state or district choose a specific cropping/production system to see the climatic impact on crop yield/productivity. e.g. you can see rice-wheat cropping system (dominant sys. of south asia). Because state or district levels are local divisions. being specific, will earn you a good publication.
What is impirtant in this case is to consider strata. But, the strata are not systematically the discricts, nor states. The strata are the agroecological zones. You can obtain the defined agroecological zones in the literature.
