e-gov is not a fad... it is a better "mass-reach" and "connect tool" to offer transparent and objective administration.
HR role is very important, because this requires a lot of change management initiatives that needs to be delivered along, for the goal achievement.

I've done some work on ICT in development economics (e.g. agr) and also some work on good governance, inclusive growth etc. I was just wondering if more and more people are viewing ICT and HR as two separate domains! In one of my papers (designing tools for evaluating financial inclusion) we have argued for integration of mechanisms.................
