In the case like this where a program(intervention) applied to the whole population. We need a comparable set of population (without intervention) to measure the impact of the program. There are two methods which can be used.
1. If data exist for the same region before intervention. Use before and after approach along with difference and Difference in Difference method.
2. If data do not exist for that region before intervention, then select another region with the same socio-economic characteristics. Use PSM method to match households.
3. Use Difference or difference in difference methods(DiD) to measure outcome of the program.
Follow the case studies/examples given in the book I suggested. RCT is the best - though difficult to implement unless one plans from the very beginning. PSM is a reasonable method. Both are not specific to a particular type of intervention. The designing is important.
