For Germany - Master program doesn't related to sending emails to Professors. The best idea is to get idea from DAAD (German Academic Exchange Service) and apply from there. It's the official site for finding all information regarding availability of the program, duration, course modules, deadline and application documents. Please visit to following website and apply from over there:
https://www.daad.de/deutschland/en/
For Canada - Email to Professors mentioning your research interest and how you fit in his/her research lab. Mostly, professor will instruct you to apply if (s)he decided to take you in his/her lab. But keep in mind, some universities (ex. UBC) also encourages student to apply for central admission without even managing supervisor. Check individual university website and admission criterias.
