Your question is not clear. But, you can try:

1-) Verify that the projetions are same.

2-) Try to save your file into default geodatabase

3-) You can check the error message by clicking to Geoprocessing > Results

Use clip instead of extract by mask.

your question indicates that you want to make a shp polygon from a raster using the extract by mask function

from what I know, it is the extract by mask function, it is used to cut the raster to the shape of a shp polygon

which is the opposite of what you want to do

however, if you want to change the raster to a shp polygon, then this is a direct function 'raster to polygon' in arcgis

The problem might be as a result of inconsistent/dissimilar projections. Therefore, in solving this problem, you need to ensure that both the vector file (your shapefile) and the image are in the same projection coordinate system, also ensure that you indicate the correct Datum and the UTM Zone (in the case where you are using the UTM Projection).
