Reputation of a journal does not solely depend on the location of a publisher even though several publishers (Springer, Elsevier, AMS, LMS, etc.) maintain their high reputation by monitoring the quality of their journals. Prior to submission, it is advisable to check the editorial board, journal's web page, guidelines for prospective authors and similar information. There are quite a few good journals in my field published, for instance, by universities, academic institutions and societies in Japan or Singapore. Nevertheless, most journals with high impact and good reputation are indeed published in Europe or North America. This tendency may change in the future.
