I believe nothing wrong with bypassing HR with self administration questionnaire for the sake getting true responses. There are many ways to collect responses, such as electronic questionnaires where no need for HR in collecting responses.
Passing through HR is a strategy to facilitate data collection and also to generate a supportive stance from the Administration for your study. I think it will not be an issue of ethics, except when the data are supposed to come from the HR.
