I have found a table of NECA (National Electrical Contractors Association) which it mentions to Equivalent Temperatures values based on wind speed and temperature. however, these values are limited to degrees of less than 50 degrees Fahrenheit, which is not appropriate to be used for hot weather. Do you have any idea if there any tables equations or studies concern of this issue?

I may say, that there are a number of models for temperatures that could be used in between ambient and outside hot wall surface. Please try to search for "sol - wall" temperature. It's based on solar global radiation.
