In which publishing house can I get the best cost - benefit ratio ? It must be open-access journal, not necessarily with high impact factor, but primary with the shortest submission to decision time.
Manuscript is in the field of automated guided vehicles. Or would you recommend any other publishing house (Taylor & Francis, MDPI, etc.) ?

I think it's not about Editorial, but about the magazine itself. Each one has its norms and characteristics that make it unique, otherwise the publishers, would publish magazines in series.
Each journal describes its periodicity, its publication norms, its bibliographic norms, its visibility and impact, its themes, its group of evaluators, its publication format, its costs or not, the prestige of the authors who publish in it, the prestige of the institution that supports it, among many other indicators that we take into account when choosing a scientific journal to publish. In my opinion, that's what the researcher says.
It is true that publishers such as Elsevier, Springer of IEEE, support the impact and positioning of journals, as well as offer identity and value-added services for researchers by putting them in scientific databases, but it is not they who determine the periodicity , but the Editorial Board of each magazine. Obviously you can find monthly magazines in the three publishers that you mention and be different in everything else, so I think that a magazine is not chosen only by the periodicity, but it does influence the speed with which we publish our results because the tail of the mattress item is faster and the one who waits-despairs in this of the publications.
