In my opinion, first step you have to do is a simple azeotropic distillation of the toluene, after that you should add some sodium into toluene (5-7 g of sodium for 1 L of toluene) and reflux it for 2-3 hours (sodium will react with water in toluene), then make a distillation again. Now you have anhydrous toluene. Don't forget to collect sodium after reaction and utilize it with methanol for example (be carefull)

most important is that how much moisture present in your toluene sample first distill out toluene azeotropically  thane store over molecular seive

You can do an azeotropic distillation of the toluene and then store under molecular sieve. You can try using a simple Dean Stark apparatus.

I agree with the approach of azeotropic drying followed by storage over sieves (no stirring needed) and under inert atmosphere. This should be good enough for most applications.

You may dry toluene with CaH2, with anhydrous CuSO4 or MgSO4, or with type 4A molecular sieves (≥ 3% g/cm3). It can be further fractionally distilled from its mixture with the added desiccant, or/and from added P2O5; yet rejecting the very first distillate if distilled at what may be judged as significantly below the normal boiling point of pure toluene (110.6 °C), preferably corrected for the actual atmospheric pressure. The dry toluene can be stored over 4A (or 3A) molecular sieves.
