Normally you try to get as close as possible to a given goal. This applies both to scientifically meaningful goals and to ideological goals that are often scientifically wrong but should still be achieved correctly as a false goal.
Many politically specified goals are ideological, but what is characterized, especially in the European Union, is that the programs miss the goals as much as possible. I call this behavior dysintelligent.
What could be the reasons for this dysintelligent behavior?
