Who are some people? they belong to mostly low social economic status, rural backgrounds, illiterate, not ready to accept scientific and biomedical rational.
I am not in full agreement with the fact that 'people don't take it seriously'.
All individuals are different. A person may be allergic to fabric used for masks. It has been observed that the too much tiny particles of the mask-fabric get deposited in the wind pipe and may result in serious lung infection. Some persons' lungs may not be so powerful, especially in old persons, that they can breathe fully from the covered nose. With mask they get short-breathed very quickly and get restless due to acute loss of oxygen and may get collapsed. I personally took care of such old person on public road.
So please don't generalise. The reasons might be beyond our imaginations. No one wants to put their life at risk unless they are compelled to do so.
Some have allergies to the material of the face mask. Others may feel a headache while wearing masks for a long time. Some masks are not comfortable for all ages.
This is can also be a 'political' issue. For example, in the U.S., two major parties--Republican and Democrats. Their members have different view towards wearing masks in public. My impression is that more Democrats support wearing mask. Mr. Trump (Republican), however, has no desire wearing a mask. See recent report from Pew Research Ceter below:

Prachi Arora One of some reasons here (in the U.S.) is related to 'race'. For example, according to reports, African Americans (Blacks) don't like to wear masks because they are in fear of police 'racial profiling' (see article below). One city even decided that Blacks don't have to wear mask, while others have too. But, later, they changed the decision.

Lack of seriousness and poor attitude are responsible for unhealthy behavior. We have seen not only poor or illiterate but also rich and literate persons also did not use face masks or maintain social distancing in various occasions. Lots of factors re behind individual behavior. Attitude, social motivation, self-esteem etc are major determinants.
I would add washing our hands as solution too. Next, in my country I am able to recognize a grudge (defiance) as one of main reasons for ignoring precautions...
For some people, it is not easy to wear a mask or 'to be told to wear a mask'.
A few days ago, a man shot the employee in a Cigar store (in the U.S.), who told him to wear a mask. Then, the police cornered him, and he shot the police with an AK-47. Later, he was hit by police bullets multiple times and got arrested.
I believe that people who ignore masks and do not maintain a safe distance are irresponsible people. Such people can get sick with Covid-19 and infect their loved ones and friends. Unfortunately, this is a serious illness and must be taken seriously.
Misconception about corona or COVID 19 and many vedios of social sites are distressing the thinking of people. Many peoples are confused about of waring maks type.
I have posted this in other thread. But, I want to share it here again....People don't want to wear masks and produced this FAKE mask-exempt card (meaning he doesn't have to wear a mask because s/he has some forms of diseases/ disabilities).
Wearing mask and keeping social distancing is others rights on us, if we do not follow this precaution, we can spread the disease.. no one cares these days, yes its true
People are just sick of it. The discomfort is one reason, the other mat be misinformation and or ignorance. Another reason may be because the initial anxiety that came with the virus has subsided, so folks are just taking their chances
Mostly due to lack of awareness about the effect of the diseases. Since the majority's life is spoon to mouth, they strive to get food everyday. That is why we see when people totally ignore the rule of social distancing or stay home even in the presence of police forces.

Now some countries, regions and cities have passed ordinances to make wearing mask a must. Hefty fines are imposed. Not wearing a mask outside could be fined $645 in Hong Kong, as the city imposes strict Covid-19 measures (1).

A simple experiment. Those are microbe growth medium plates. Researchers with mark or no mark did the action mentioned towards the plates. Much less microbe grew on plates when the experimental conductor was wearing a mask.
In continouatio of this question, I want to know about side effect of wearing mask upto 10 to 12 hours. It is depleting oxizen demand of lungs dueing waring mask. Have anyone experimental theory regarding the availabitiy of oxizen per hour?@ Yuan-Yeu Yau

The only thing the masks bother me is that a few masks are smaller (ex. a free one from Whole Foods company). It is smaller, so the ear loops keep pulling my ears, it is painful when wear it for a few hours.

In my country, the day-laborers and farmers belonging to both the gender can not tolerate facemasks while working in quite hot and humid weather during the bright days. The affordable group that resides in an airconditioned environment is almost compliant.
Masks with 'exhalation valves or vents' should NOT be worn to help prevent the person wearing the mask from spreading COVID-19 to others (source control). The valves can release breath (carrying virus) of the person wearing the mask to environment.
Primarily younger people who think they are not vulnerable (as it was thought before), but they may be influenced by others who speak with some authority.
Anyway, the mask makes them look less attractive, so are willing to get rid of it.

Health officials attributed the outbreak to customers not wearing face masks, and a lack of proper ventilation inside the store, possibly related to the air conditioning.
