During an earthquake in the soft soil is it true that pounding can be occur between foundations or between foundation and columns in the foundation level?
Vibrations take place if the foundation /columns are built on soil, because simply every particle in the soil is vibrating at different speed. Better to build on solid rock if you have that in the area.
Pounding can occur, if two parts are close and they are shaking with different modes, or in different direction, it is not only relating to the soft soil, it is more related to the dynamic properties of each component of your structure, or lets say system.
so pounding occur when you have to close structures (not suffisant separation gap) and different vibration mode or phase.
There is no direct relationship between soil type and pounding. Pounding might occur in any soil type. BTW, pounding is generally the case within story levels rather than foundation level.
Soft soil may cause significant rocking motion of a slender building with a shallow foundation. This contributes more horizontal displacement to the building, which certainly may cause pounding with adjacent buildings.

I think in soft soils the structure will settle down rather than pounding over to the other building

I think foundation on soft clay to settle more than pounding. The damping of soft clay is high, therefore the foundation pounding is decreased in comparison to other types of soils such as sand.
