Probably yes but the dual phase could be austenite-martensite.

The above investigation was on 0.42% C steel and the martensite vol% varied from 42-72% by an intercritical treatment at 740 C. I think this work was on ferrite-martensite dual phase. For steels with a higher carbon content I see austenite-martensite dual phase.
