We have a system of promotion depending upon our publications. We need to publish in indexed and recognized journals in order to get promotion.
But there is no financial support/funding from the university for the research project itself or for the publication fee. All we have to do is mainly from personal resources or some private/outside sponsors. The universities due to meager resources cannot afford to spend 'lavishly' on heavy research projects. Moreover, the process of fund release is so cumbersome that many researchers opt not to seek funding from the universities. This is one main reason for lesser research work done, at least in my location!
A good question, but the answers will probably by as many and varied as there are universities and faculties. At least in Sweden, there's no national strategy, and even at the university level, this varies among faculties.
In my case, there are no direct incentives for the individual reseacher, but the department receives some of its funding from the faculty/university based on the collective publication by reseachers at the department.
The incentives at the personal level are only indirect, but none the less important. Publishing is a key element in the academic promotion process, something which then alsoleads to salary increases for the individual.
Many of the previous answers quote the "publish or perish" dogma. While true, I feel that this is not so related to the question, as the publish or perish mechanism is mostly a question of obtaining funding from the large funding agencies such as reseach councils.
Yes, our universities give a lot of significance to paper publications. Our Academic Performance Index decides our scales and up gradation. Of course, there are other parameters too but papers published in high impact factor journals carry max marks! And it is not easy to publish in high impact factor journals bcos of the rush, time taken, their strict rules and regulations, financial constraints and so on! So, there has to be an alternative !
I agree with Jaya mam, I just wish to add that one important factor that prevent publication of article in Journals with high impact factor is that we are still far behind in technology than other developed countries. We, as a doctor, are so busy in treating the patients their follow ups that we have no time to keep the records and document it for publications.
Its true that there area many countries in the world who have very good doctors but are behind the leading research countries in terms of academic research, resources, education, and experience. It always annoys me that the leaders of many good institutes fail to understand the fundamental difference between being a scientific researcher and a doctor and the effort it takes to combine those two things in to a successful day job. The skill sets are very different, and so if you want doctors to be leading scientists you need to provide a lot of additional training to support them. That might not be possible at some of your institutes, so have you thought about a collaboration idea for research where doctors team up with university science students or staff to combine skills and publish a clinically relevant and academically good paper?
Nowadays in competitive science market - all and most are self-encouraged to publish in journals - well in high rated journals - it is a passion now to publish in more and more high IF JCR journals, get high H and i-10 indices and citations and scores, so Univ encourage or not does not matter much - to answer yes our university encourage to publish in good journals - motivation
