Plain concrete is not affected or damaged by water but Reinforced Concrete (RCC) can be damaged due to water. This is because the water may seep into the concrete and corrode the steel reinforcement inside.
It depends, plain concrete can be affected by constant exposure to water. For example, in terms of durability; the exposure of concrete made with some certain types of reactive aggregates might deteriorate when exposed to water. This as a result of water acting as one of the reactant for alkali silica reaction. In addition, most durability problems associated with concrete is in relation to presence of water, as water serves as transportation for the deleterious ions to penetrate into concrete e.g chloride attack, sulfate attack, etc.
Also, plain concrete can be damaged as a result of physical abrasion effect of water on solids
