According to the 6th sign of zomar(a chapter of quran) which said:
He creates you in the wombs of your mothers, creation after creation, within three darknesses.
يَخْلُقُكُمْ فِي بُطُونِ أُمَّهَاتِكُمْ خَلْقًا مِنْ بَعْدِ
خَلْقٍ فِي ظُلُمَاتٍ ثَلَاثٍ
The uterus is not very different from other blood-rich tissue. It shields the embryo because it attenuates EM fields. So does muscle. It has a larger shielding effect at high frequencies. The fields fall by 1/e in one penetration depth. The penetration depth for different tissues at different frequencies is given in the IFAC tables.

As a supplement to Malcolm's answer, please have in mind that the electromagnetic spectrum reaches far beyond 100 GHz. Below 100 GHz you might get the impression that the penetration depth decreases monotonically with increasing frequency; but the absorption coefficient of water, for example, has a deep trough around the visible part of the spectrum (e. g. see Jackson: "Classical electrodynamics", Fig. 7.9). Because most biological tissues contain a large amount of water, they, too, are well penetrated by light, see for instance Fig. 6 here:

So, I guess after the development of eyes and the visual cortex (well beyond the embryonal phase), the unborn child might well perceive the difference between light and dark environments.
Regarding the 3 "layers" of the em field, I have no clue what terms of the em theory could be corresponding to them. Though not being an expert of quran, I feel the three darknesses have another meaning.
In addition, X-rays, Gamma rays and cosmic rays (some of which are electromagnetic) penetrate the body easily with little attenuation, and can do a lot of damage to an embryo (or any other part of you).
