Does a high number of citations/references in a research paper a good thing?
I mean is it good or no to judge a paper by the number of citations/references?

Not exactly the total number of references at the end of an article is important but there are many other related things. For example,
(i) The refernces from recent years should be included
(ii) All the details in the text of article which need proper refrencing should be supporetd with refences.
(iii) Referencing should always be correct, no irrelevant citations
(iv) Also depends on field, if the field you are working in, is novel then you may be having lesser number of refernces from that field but you need to support your aurguments logically from some different field
(v) Depending on nature of research you doing the number of refernces may vary in your manuscript. But the refrences should be adequate to support your findings.

There are diverse opinion. It is open to the field of practice of the researcher.
In my view, references are most effectively used to validate your findings, as a researcher. However, it should never be used or relied upon to streghen or give creditablity to your owbn work. Sometimes, we accept as an "unspoken" rule that the more references we used the better the quality of the research. You may end up wiyth a lot of reference, but your findings are not vissible. In essence I agreed with Irsa, it should always be relevent.
Not necessarily: they must be relevant to the argument of the paper in which they appear; thus, an author must read citations / references in context---every single one.
I think only if it is relevant directly to the subject of our paper.
